Description of Work:
GFA, as a subcontractor to EGR & Associates, has recently completed the permitting, design and construction oversight of the Phase IVa expansion of the disposal area at the Short Mountain Landfill.
Services that were provided include: analysis of development options; preparation of a site development plan; assistance in obtaining regulatory agency approval for 90-acre lateral MSW landfill expansion; development of an engineering report which analyzes the proposed liner system, leachate management and surface water control system; preparation of plans and specifications for the construction of Phase IVa; preparation of a construction quality assurance plan; contract management assistance; and CQA certification.
The 90-acre expansion area had been previously used for leachate irrigation and was at the start of the project classified as wetland. The engineering design included dewatering of the wetland and lowering the groundwater table beneath the expansion area to enable less than 1-foot of head on the liner system to be maintained and increase disposal capacity. Provisions within the design also provided a method for leachate recirculation.
As a result of the project, Lane County now has an additional 43 million cubic yards of disposal capacity which at their current disposal rates translates into an additional 40 years of remaining life.
